Sudan does not need another ceremonial institution. It needs the legal gear that can connect national effort, anticipate risk and convert policy into durable results.

 

Whatever differences may exist over Sudan’s present leadership, one achievement deserves serious recognition: amid a prolonged war threatening the country’s unity, sovereignty and national identity, Sudan’s civilian and military institutions have continued to preserve the foundations of the State.

These efforts may be compared to the gears of a complex machine. Each institution performs an essential function in protecting national security, maintaining stability and safeguarding citizens. Yet one indispensable gear remains insufficiently developed: an integrated national legal mechanism capable of connecting those efforts, strengthening their legitimacy and translating them into coordinated, defensible and lasting outcomes.

Sudan does not suffer from an absence of capable lawyers, legal institutions or substantive laws. The deeper difficulty is fragmentation. Legal expertise is too often engaged after decisions have been taken or crises have occurred, rather than being embedded at the centre of national planning, institutional coordination and international engagement.

The proposed ‘legal gear’ should operate as a strategic national platform: identifying risks before they materialise, coordinating domestic and international legal action, protecting Sudan’s sovereignty and resources, and ensuring that major national decisions rest upon a coherent legal foundation.

The solution does not require rebuilding the machinery of the State. It requires installing the missing gear that will enable existing institutions to work together – lawfully, strategically and effectively.

The expertise exists. The need is urgent. The opportunity to act should not be lost.
